Alexander E. Eisemann claims in a complaint filed in state Supreme Court last week that the county's Law Department hasn't authorized payment for invoices for his work representing Democratic legislators in two 2012 lawsuits against Astorino, a Republican.

Westchester's staff attorney, Robert Meehan, represented Astorino during the cases and it is his office that has refused to pay Eisemann, according to the complaint.

Ken Jenkins, then the Board of Legislators chairman, had received board approval to use staff legal counsel "and/or other legal counsel" to seek declaratory judgment on two legal matters: one over the makeup and procedures of the county Board of Acquisition and Contract, which approves county contracts, and the other over child-care subsidies.
